Formerly the only port town of any size in Concoddte, Diverwhelm had an unusually deep inlet allowing large ships to dock. The city was named for its history of deep divers. In the distant past, divers would often go down, and never come back up. However, the inlet was (and is) filled with exotic fish and large oysters with excellent pearls, so many continued to try their luck.

 

The high-walled city is roughly split into three districts:

  • The Castle District, the oldest part of the city, and home to the richer humans.
  • The Outer District comprises several quarters, including the temple quarter, Beggars' Ditch, and Guild Row.
  • The Harbor District hosts all the ship traffic, including warehousing and labor markets, and the large market of the city, where goods are sold fresh off the boat.

 

In the past, located so far from the capital, Diverwhelm had autonomy and a reputation for lawlessness. Currently, control of the city appears split between three factions:

 

  • Divers are primarily humans who run the city from the center Castle District. They're the remnant of the people who occupied the city before the world fell apart. They run the city guard, and have machinecraft resources that keep them barely in control. They operate the agriculture outside the city as well.
  • "Fishheads" (a lump term for kuo-toas, locathahs, and vesh) run the Harbor District, and control much of the ship traffic. They are frequently antagonistic with the humans of Diverwhelm.
  • The Flamebrothers control most of the city's crime, and appear to have a fair amount of control over the Outer District.

 

The city appears to run on bureaucracy, and some amount of naked greed. Bribery is common and expected.

 

A hidden cave under fishhead control lies about 6 miles south of the city within a jut of rock that runs down to the beach.

 

Authority Figure Lord-Mayor Ansury Cabbot rules the city through subordinates.

 

Important Characters Deputy Mayor Kurza (male human) is a bald man with an eyepatch and an imposing presence. A shrewd negotiator, he keeps a rifle hanging over his desk.
